当前关于海平面上升对海洋军事活动影响的研究还局限在直接的物理作用层面,从海洋法规则的角度出发进行的探讨则始终处于空白。海平面上升将改变沿岸国领海基线,进而改变特定海域的法律地位,具体表现为海平面上升将导致全球范围内公海面积大幅度增加、用于国际航行的海峡因变宽而适用不同的通行制度、群岛水域收缩直至不能继续维系。这些变化将使得特定海域适用与之前不同的国际海洋法规则,最终减弱其中原本存在的对非沿岸国海洋军事活动的限制,具有重大的现实意义。
The current research on the impact of sea-level rise on marine military activities is still confined to the immediate physical role and the exploration from the point of view of the law of the sea is always in the air. Specifically, the rise of sea level will result in a substantial increase in the area of the high seas around the world. Due to the widening of the straits used for international navigation, different passage systems will apply , The archipelago shrank until it could not sustain it. These changes will make the application of specific maritime laws different from the previous rules of the international law of the sea and eventually weaken the existing restrictions on the marine military activities in the non-coastal States, which are of great practical significance.
