经济增长与资源环境消耗之间的矛盾愈加突出。如何实现水资源环境与经济增长的脱钩及协调发展是中国发展亟需解决的问题。为定量分析和评价水资源、水环境与经济增长的协调关系,运用山东省2001-2014的数据,应用Tapio脱钩弹性系数模型对水资源、水环境与经济增长的脱钩状况进行实证研究。结果表明,山东省经济增长与水资源利用呈现“强脱钩-弱脱钩-强脱钩”的发展趋势,而经济增长与水生态环境总体处于弱脱钩发展态势。基于此,本文借助生态补偿的价格机制等市场经济管理手段,从优化产业结构、工业企业以市场价格购买节约的“农用水”等方面,提出促进经济增长与水资源环境协调发展的建议。
The contradiction between economic growth and the consumption of resources and environment is even more prominent. How to realize the decoupling and coordinated development of water resources environment and economic growth is an urgent issue to be solved in China’s development. In order to quantitatively analyze and evaluate the coordinative relationship between water resources, water environment and economic growth, an empirical study on the decoupling of water resources, water environment and economic growth was carried out by using the data of Shandong Province from 2001 to 2014 and Tapio de-coupling elastic coefficient model. The results show that the economic growth and water resources utilization in Shandong Province are characterized by the trend of “decoupling - weak decoupling - decoupling”, while the economic growth and aquatic environment are weakly disconnected. Based on this, with the help of market economy management such as price mechanism of ecological compensation, this paper puts forward some proposals to promote the coordinated development of economic growth and water resources and environment from the aspects of optimizing industrial structure and purchasing economized “agricultural water ” by market price of industrial enterprises. .
