“十二五”期间,人才问题将成为上海实现“四个中心”和社会主义现代化国际文化大都市的重要瓶颈。上海人才的总量和教育水平,人才国际化构成等方面和国际化大都市标准有着较大的差距。上海的文化创意产业人才的人才政策没有战略优势,人才研究和高层次人才培养机构基础薄弱,教育资源和教育投入没有给上海城市的发展定位足够的支撑。文化创意人才将在新一轮国际国内竞争中成为战略资源。只有转换人才观念,培育开放而多元的城市文化生态,才能凝聚人才,实现上海城市发展目标,重铸上海城市精神。
During the 12th Five-Year Plan, the issue of personnel will become an important bottleneck for Shanghai to achieve the “four centers” and a socialist modern and international cultural metropolis. Shanghai’s total talent and education level, the composition of international personnel and other aspects of international metropolitan standards and there is a big gap. Shanghai’s cultural and creative industries have no strategic talent policy personnel, personnel training and high-level personnel training infrastructure is weak, education resources and investment in education did not give enough support to the development of Shanghai’s urban development. Cultural and creative talents will become strategic resources in the new round of international and domestic competition. Only by transforming the concept of talent and fostering an open and diverse urban cultural ecology can we pool our talents, achieve the urban development goals of Shanghai and rebuild Shanghai’s urban spirit.
