馆配业为我国图书馆提供了一个资源采集平台,建立了一种“集团采购”模式,为出版社提供了一个更为便捷的渠道,出版社、图书馆藉此销售、交易与合作平台,有效缓解了大批量采购与销售的难题。经过10余年的发展,馆配会形式单一、采购成本居高不下、不正当低折扣竞争等问题相伴而生。为了拨乱反正,使馆配市场健康有序发展,本文探究这些弊端产生的根源,提出了出台发货折扣的指导性意见、大力压缩过多过频的馆配会的近期治理举措,以及出台服务体系指标、建立馆配行业满意度评价体系、重视品牌建设等长期目标。
