部门协同一直是中国各行业改革的难点之一。当一项改革向深水区挺进时,部门协同的必要性则更加凸显,和则百利、争则百害。当前新医改已涉足深水,公立医院改革与医保支付方式改革、药品流通体制改革却仍貌合神离、步调难谐。值此时刻召开的2013年全国卫生工作会议,成为卫生行政部门争取各方支持、强化自身存在感的舞台。无论是对大型公立医院意味深长的劝导,还是对新农合归属的宣示,以及对议价主导权的争取,都体现了参会者对公立医院改革推进
Sectoral coordination has always been one of the difficulties in the reform of various industries in China. When a reform advances to the Sham Shui Po area, the need for synergies between departments is even more prominent. The current new medical reform has been involved in deep water, the reform of public hospitals and the payment reform of medical insurance, the reform of the pharmaceutical distribution system is still a perfect match, the pace of disharmony. At this juncture, the 2013 National Conference on Health Work has become the stage for the health administrative departments to win the support of all parties and strengthen their own sense of presence. Whether it is a meaningful persuasion to a large public hospital, a declaration of attribution of the NCMS, and a fight over the dominance of bargaining, all reflect the participants’ suggestions on promoting the reform of public hospitals
