Since 2009, the Commonwealth of Australia has unanimously implemented the “ATAR” system in all regions except Queensland instead of the higher education system that was originally implemented in each state. ATAR and state high school diploma effectively combine examinations, fully reflects Australia “new entrance exam ” system of science and flexibility. The introduction and analysis of the curriculum and evaluation of the ATAR system and the Victorian Certificate of Education (VCE) indicate that the Australian “new college entrance examination” system has the following characteristics: Compared with the previous higher education system in each state, ATAR is more transparent, fair and scientific. It highlights the flexible and rich features that further strengthen the university’s autonomy in specific disciplines. At its maximum, students are provided with multiple choices of life after graduating from high school.
