绩效评估是政府管理的前沿课题,而实证性研究在国内尚处于探索阶段。本文借鉴层次分析法(作为层次分析法特例),利用作者提出的五个领域层50项指标的评价体系,针对2006年广东全省21个地级以上市及121个县级政府的整体绩效指数进行了量化分析。研究基于第三方立场,在地方政府职能定位、评价指标体系、评分标准设计、大样本量的满意度调查以及操作流程等方面进行了创新。
Performance evaluation is the forefront of government management issues, and empirical research in China is still in the exploratory stage. This article draws on the analytic hierarchy process (as a special case of analytic hierarchy process), using the evaluation system of 50 indicators proposed by the author in five fields. According to the overall performance index of 21 prefecture-level cities and 121 county-level governments in Guangdong Province in 2006, Conducted a quantitative analysis. Based on the third party’s position, the research made innovations in the aspects of local government’s function orientation, evaluation index system, grading standard design, satisfaction survey of large sample size and operation flow.
