在当前的经济环境条件下,从众多的物业管理案例分析来看,物业管理从业人员的职业道德水准成为影响物业管理服务质量的首要因素。物业管理相关机构和组织为了实现社会赋予行业的职能,满足广大业主的需要,针对物业管理的服务质量制定和颁发了相关法律、法规和政府文件,在实践中对物业管理活动进行规范,以保证物业管理服务过程中有关程序和方法的有效遵循,从而间接地保证了物业管理服务的质量。但物业管理服务过程中由于服务质量的不可观察性,很难设定明确、量化的标准来规定服务的质量水平,而且不同利益效用函数间的差异和信息的不对称,将可能产生逆向选择和道德风险问题。因此,仅仅通过法律、法规和政府文件来规范物业管理活动,只能保证执业过程的真实,却不能从根本上解决信息不对称所带来的负面影响。2002年江泽民总书记在全国宣传工作会议上指出“我们在建设有中国特色社会主义,发展社会主义市场经济的过程中,要坚持不懈地加强社会主义法制建设,依法治国,同时也要坚持不懈地加强社会主义道德建设,以德治国。”厉以宁教授认为“道德的力量十分重要,是对社会经济活动的市场调节和政府调节之外的第三种力量。市场调节与政府调节都有其局限性,两种调节互补之后仍会留下一部分空白,这个空白只能依靠道德调节来发挥作用。……从这个意义上说,道德约束是一道最后的防线。”因此,笔者认为应当将物业管理人员职业道德规范建设作为提高物业管理服务质量的关键举措。1.物业管理人员职业道德现状分析物业管理工作涉及业主和社会经济生活的方方面面,经济越发展,物业管理工作越重要,作为“管理与服务”物业运行的主体——物业管理人员责任重大,物业管理人员职业道德建设在当前社会主义市场经济条件下显得尤为重要。而根据最近的调查研究与分析,物业管理信息失真、管理混乱、跑冒漏滴严重,物业管理基础工作薄弱化的现象仍较普遍存在。究其原因,主要有以下几个方面
