一、医院领导要把发展产业当作一项战略任务来抓过去,在计划经济体制下,医院是单纯福利事业单位,其房屋建筑、人员工资、仪器设备等由国家全包。由于计划体制本身所特有的痼疾,卫生资源浪费很大,医疗服务供求矛盾突出。改革开放以来,卫生事业有了较大发展,人们的观念逐步改变,经营意识逐步增强。但就目前总的来看,仍没有跳出计划经济的框架,长期困扰着医院经费补偿不足的问题仍没有得到解决。由于总体收费项目价格偏低,国家财政补贴不足,医院扩大再生产困难重重,有些医院只能维持简单再生产或呈萎缩状态。医院是为人们提供医疗、预防、保健服务的场所,医疗业务的发展自然是医院的中心任务,但医务人员在医疗服务过程中所创造的劳动价值没有从
