目前在我国国有大中型 企业中,普遍实行了厂长负 责制,按照企业法规定,厂长 在企业中处于中心地位。与此同时,中央明确规定党组织在企业中处于政治核心地位。对于企业中的党政关系,中央一再强调要两心合一心。但不容忽视的现实是,多数企业对于这两心的关系都处理得不够理想。如果这仅仅是个别现象,我们还可以视作厂长或书记的个人素质问题。但如果这个问题比较普遍,则应进一步研究是否有这样几种可能:第一,具体制度的设计上存在缺陷;第二,具体制度的理解上出现误区;第三,具体制度的操作上有困难;第四,具体制度的执行上有个过程。 对这些问题,本文想提出一些有意义的疑问,提供一个有启迪价值的观察角度,以求得讨论的进一步深入。
Currently in our country’s state-owned large and medium-sized enterprises, the general director of the responsibility system, in accordance with the provisions of the enterprise law, the director in the enterprise at a central position. If this is only an isolated phenomenon, we may also consider the personal qualities of the director or secretary. However, if this issue is more common, we should further study whether there are several possibilities: first, the design of the specific system is flawed; second, there is a misunderstanding of the specific system; third, the operation of the specific system is difficult Fourth, there is a process for the implementation of a specific system. On these issues, this article would like to raise some meaningful questions, provide a perspective of enlightenment in order to seek further discussion.
