对于一个有着强烈的平等主义社会文化的国家,人们很少使用“精英”这一术语来描述荷兰最高层级的公务员。虽然在形式上对外公开招聘人才,但是实际上中央政府的(高级)公务员是一个相当封闭的系统。在这些公务员与政治官员之间职业流动相当小,而公共部门与私营部门之间的职业流动则几乎是零。然而,为了加强这种外部流动性,最近出台了一些措施。新公共管理对荷兰行政精英的结构与功能几乎没有什么影响。对这些公务员的定位和职能更为重要的是高级执行部(the Senior Executive Service)的创立,以及这个部门内部的高级管理团队。通过在中央政府的最高行政部门创立这个职业体系,高级公务员的精英性质被强化了。
For a country with a strong egalitarian social culture, the term “elite” is seldom used to describe the highest civil servant in the Netherlands. Although formally recruiting talent externally, the (senior) civil servant of the Central Government is actually a rather closed system. Occupational mobility between these civil servants and political officials is quite small, while occupational mobility between the public and private sectors is almost zero. However, in order to strengthen this external liquidity, some measures have been introduced recently. The new public administration has little effect on the structure and function of the Dutch executive elite. Even more important for the positioning and function of these civil servants is the creation of the Senior Executive Service and the senior management team within the unit. The elite nature of senior civil servants has been enhanced by the creation of this system of occupations in the highest administration of the Central Government.
