隋建国初沿用的前朝雅乐夹杂有胡乐很不协调,太常寺搜罗来的雅乐旧器驳杂不类,苏祗婆之龟兹乐律“五旦七调”纯属舶来,“乐声淫厉而哀”,尤不适于国事庆典。原本旨在商讨雅乐仪仗的“开皇乐议”遂演变为一场大规模的乐器改革,进而又变成了度量衡体制的考订、天文历法的修订工程则是事出有因。何妥献上清、平、瑟三调和《鞞》、《铎》、《巾》、《拂》四舞,却提出只“用黄钟一宫,不假馀律”亦当是应急之举。何妥不懂音乐则纯属今人误解。
