近年来,在有些单位的中层管理人员、重要岗位人员和有业务处置权人员中,发生了滥用职权、以权谋私、失职渎职、行贿受贿、贪污腐化等违规违纪甚至违法犯罪的行为。问题的发生最主要的原因是党风廉政建设责任制亟待完善。我认为,要加强国有企业党风廉政建设,就要进行制度创新,将党风廉政建设责任制向基层延伸,即延伸责任、延伸检查、延伸考核、延伸追究。把“有权的人”纳入责任制管理范围责任制向基层的延伸,就是要以党的纪律、党的法规制度来规范基层主要管理人员的行为。其中,合理确定延伸范围是落实责任制的重要基础。延伸范围
