在1999年9月9日这个千年一遇的吉祥日子里,沉寂已久的深沪股市突然拔地而起,上证指数一举创出4年来的单日涨幅之最。市场爆发如此迅猛走势的诱因,是中国证监会的一纸通知:国有企业、国有资产控股企业和上市公司可进入二级市场投资股票。这是继一个月前股市一级市场解禁之后的又一重大政策变化。红灯开启于1997年5月,当时为抑制股市过度投机,国务院三部委做出了严禁国有企业和上市公司炒作股票的规定,这次的新规定把严禁炒作股票变成了允许投资股票,条件是持股时间必须达6个月以上,股票市场的大门从此又向国企打开。

This new provision changed the non-speculative stocks into shares allowed to invest, conditions Is holding time must be more than 6 months, the door to the stock market has since opened to state-owned enterprises.
