至2005年末,福建省党政人才、企业经营管理人才、专业技术人才总量达到214万人,比“十五”期间增长39.3%,年均增长6.9%;全省专业技术人才143万人,比“十五”期间增长43.6%,年均增长7.5%。但是,福建人才队伍也存在着:人才总量不足,高级专业技术人才所占比重偏低,工科类人才偏少,人才区域分布结构不合理,人才环境不适应发展要求等问题。为此,必须创新人才工作机制,完善育才、引才、聚才和用才的政策体系
