新时期的土地整治已由微观的土地利用逐渐转向宏观的生态效应，整治的重点逐渐转向以土地为核心的生态保护。本文分析了东港市生态环境存在的问题，分析评价了土地生态的基础条件，按照生态优先的土地整治要求，划分了生态功能区域，构建了东港市的绿色基础设施格局。
