组织管理制度如何形成、演化及动态发展,是近些年受到关注的话题,本文构建了影响制度形成的三大基础:技术、组织与环境因素。技术的物质性、规律性、有限性、非独立性构成了制度形成的首要基础,组织基础实现了制度的结构化、规范化和角色化,环境基础从外部角度为制度嵌入了合法性的基础。制度形成过程是动态均衡的过程,包括内部要素间的均衡和制度与非制度因素的均衡两个方面,并且制度随着技术、组织、合法性相关的科学理性力量在不断的演化。
The formation, evolution and dynamic development of the organization and management system are the topics that have drawn much attention in recent years. This paper builds the three foundations that affect the formation of the system: technology, organization and environment. The materiality, regularity, limitedness and non-independence of technology constitute the primary basis for the formation of the system. The organizational foundation realizes the institutionalization, standardization and characterization of the system. The environmental foundation embodies the legitimacy of the system from an external perspective. The process of system formation is a process of dynamic equilibrium, including the balance between internal factors and the balance between institutional and non-institutional factors, and the system evolves along with the scientific rational forces related to technology, organization and legitimacy.
