改革开放以来,随着我国社会主义经济建设的飞速发展,人民生活水平的大幅度提高,我国高等教育战线出现了一种新型的高等学校,这就是由中心城市举办的地方高等学校。这种学校一诞生,就以它特有的顽强的生命力茁壮成长。至今,全国已有此类高校151所,占全国普通高校总数1080所的14%,已成为我国高等教育中的一支重要力量。市办高校以“为地方经济建设和社会发展服务”为办学宗旨,根据地方经济发展需要,为地方培养了大批生产一线急需的应用性人才,促进了各地经济和社会的发展,真是功不可没。由于市办地方高校同时为大量本来没有机会再受高等教育的高中毕业生提供了深造的机会,所以受到了当地人民的热烈欢迎。市办地方高校在办学过程中,大胆实施了许多改革,这些改革措施为我国高校的改革提供了宝贵的经验,促进了我国高教的改革。所有这些都已充分证明:中心城市举办的地方高等学校是我国社会主义建设事业中开出的一朵奇葩,是改革开放的一项重要成果。
Since the reform and opening up, with the rapid development of socialist economy in our country and the substantial improvement of people’s living standards, a new type of higher education has emerged in the front of higher education in our country. This is the local higher education institutions run by the central cities. As soon as this school was born, it thrived with its unique tenacious vitality. So far, there have been 151 such universities in China, accounting for 14% of the 1,080 colleges and universities in China, which has become an important force in China’s higher education. The city-run colleges and universities rely on the principle of “providing services for local economic development and social development” and have cultivated a large number of practical talents urgently needed by the local authorities according to the needs of local economic development so as to promote the economic and social development across the country. . Local colleges and universities also offered a warm welcome to local high-school graduates as they provided opportunities for further studies for a large number of high school graduates who had no chance of being further educated. During the process of running a school, municipal-run local colleges and universities boldly implemented many reforms that provided valuable experience for the reform of Chinese colleges and universities and promoted the reform of China’s higher education. All of these have fully proved that the local colleges and universities run by the central cities are a wonderful flower in the cause of our socialist construction and an important achievement of the reform and opening up.
