回归后书面质询成为澳门立法会议员利益表达并监督行政当局的最活跃方式。本文透过对澳门特区第三届(2005~2009)和第四届(2009~2013)立法会议员的书面质询梳理,剖析两届立法会议员运用书面质询的特点和其关注重点后发现:在社会经济转型情形下,澳门社会诉求正透过立法会议员的利益表达体现并持续演变。立法会议员通过书面质询表达利益时具有议题适时性、多样性和不同政治力量侧重性等特点。但书面咨询在互动中也存在着问题,包括社会诉求与议员回应之间存在时间差、议员利益代表部分缺位以及政府回应质询质量不足等,有待进一步完善。
Written questioning after the reunification became the most active way for the members of the Macao Legislative Council to express their interests and supervise the administration. Based on the written questions raised by the third (2005 ~ 2009) and fourth (2009 ~ 2013) Legislative Council members of the Macao Special Administrative Region (SAR), this paper analyzes the characteristics of the two Legislative Council Members’ use of written questions and their focus of attention and finds that: Under the social and economic transformation, the appeal of the community in Macao is being manifested and continuously evolved through the interests of legislators. When legislators express their interests through written questions, they have issues of timeliness, diversity and emphasis on different political forces. However, written consultation also has some problems in its interaction, including the time difference between social appeals and parliamentary response, the absence of part of the interests of parliamentarians, and the lack of quality of the government’s response to questions, which needs to be further improved.
