建筑市场治乱一直是建筑业主管部门的工作重点,能否建立统一、规范、有序的建筑市场也就成为衡量其工作成效的重要标志。1995年,我们以贯彻省政府31号令、在全县全面推行工程招投标为契机,把住工程报建、招标投标、队伍管理、违章工程查处等四个关键环节,切实抓好建筑市场管理,取得了较好的工作成效。当年工程报建率,建筑技工、项目经理持证上岗率,合同审签率均达到100%,从根本上堵住了私招乱雇、无证上岗、挂靠承包、层层转包等混乱现象,把建筑市场初步引上了健康发展的轨道。

The establishment of a unified, standardized, and orderly construction market has become an important indicator of the effectiveness of its work. In 1995, we took the 31st order of the provincial government and implemented the project bidding in the county as an opportunity to control the construction of the project, tendering and bidding, team management, investigation and punishment of illegal projects, and effectively managed the construction market. Has achieved better results. The project construction rate, construction technicians, and project manager’s certificate acceptance rate and contract approval rate all reached 100%. This fundamentally blocked the chaotic phenomenon of unscrupulous employment, unlicensed employment, affiliated contracting, and layered subcontracting. The construction market was initially introduced to the track of healthy development.
