罗斯福新政时期,美国联邦政府权力大规模扩张,州权受到严重侵蚀。各州自然不会对此无动于衷,它们借助种种州际协作组织做出了积极回应。之前,这方面的研究没有得到足够重视。本文对州长协商会(The Governors’Conference,该组织创始于1908年,1977年更名为美国州长协会,即The National GovernorsAssociation)这一重要的州际协作组织在此期间的表现略作论述,以使罗斯福新政能得到更全面的认识。
During the New Deal of Roosevelt, the power of the U.S. federal government expanded in large scale and state power was severely eroded. Naturally, the states will not be indifferent to this, and they have responded positively through various interstate organizations. Previously, the research in this area did not get enough attention. This article discusses somewhat briefly the performance of the Governor’s Conference, an important interstate collaborative organization founded in 1908 and renamed The National Governors Association in 1977 as the National Governors Association. Roosevelt’s New Deal can get a more comprehensive understanding.
