土地储备融资问题探析

良好的土地储备融资制度是土地储备制度运行的前提。我国现存的土地储备机构的融资方式主要有:财政拨款、银行贷款、储备土地收益、信托计划、土地债券。其中,银行贷款是最主要的融资方式。土地储备机构就储备土地并不享有土地使用权,以所储土地抵押贷款不符合法律的规定。土地储备制度运转需要的资金包括启动资金和运行资金,启动资金可以通过设立土地基金的途径解决,储备土地前期开发的市场化模式可以有效解决运行资金问题。 Good land reserve financing system is the premise of the operation of land reserve system. China’s existing land reserve agencies mainly include financing methods: financial appropriation, bank loans, land reserve proceeds, trust plans, land bonds. Among them, bank loans are the most important ways of financing. Land reserve agencies do not have the right to use land for reserve land, and mortgages from the reserved land do not comply with the law. The funds required for the operation of the land reserve system include start-up capital and operating capital. The start-up capital can be settled through the establishment of a land fund. The marketization mode of pre-development of reserve land can effectively solve the problem of operating capital.
