中国的经济发展正进入转变经济增长方式和结构调整的攻坚阶段,欠发达地区如何趁势赶上快速发展大潮,推动经济结构优化升级和实现经济社会全面发展,是一个亟待解决的重要问题。现代人才理论和新增长理论昭示出人才是促进经济可持续发展的内生驱动力,人才开发对于促进技术扩散与应用、提高劳动生产率、优化产业结构、转变经济增长方式有重要作用,为欠发达地区制定经济赶超战略提供了方向和理论依据。
China's economic development is entering a crucial stage of transforming its economic growth mode and structural adjustment. How should the less-developed regions catch up with the tide of rapid economic development, promote the optimization and upgrading of the economic structure and realize the all-round economic and social development are an important issue to be solved urgently. The theory of modern talent and the theory of new growth show that human resources are the endogenous driving force for promoting sustainable economic development. Talent development plays an important role in promoting technological diffusion and application, improving labor productivity, optimizing industrial structure and transforming the mode of economic growth. Regional economic catch-up strategy provides the direction and theoretical basis.
