当前,一些地方为规避中央八项规定精神,以所谓的保证金作掩护,给公职人员违规发奖金,亟待高度重视。一般来说,这种保证金分为两种类型。一类是对常规分内工作实行保证金推进制度。有的地方为确保完成税收任务、信访维稳等日常工作,要求相关公职人员年初缴纳数千至数万元不等的保证金。等年底完成任务后,保证金全额退还,另外发放等额奖金。另一类是对突击性、阶段性任务实行保证金制度。
