为广泛吸纳社会优秀人才为军队建设服务,从2006年起,全军正式开展聘用文职人员工作。军级以上机关和驻边远艰苦地区以外的非作战部队的教学、科研、工程、卫生、文体、图书、档案等专业技术岗位以及部分管理事务和服务保障等非专业技术岗位,可以聘用文职人员。而如何吸引人才和留住人才,推动聘用单位人才发展战略目标的实现,推动聘用单位的持续发展,就需要我们完善文职人员的薪酬制度。
