各位领导,各位专家:上午好!欢迎和感谢大家参加第五届“上证法治论坛”。去年,党的十八届三中全会作出了全面深化改革的重大战略部署。今年,党的十八届四中全会以“法治建设”为主题,作出了全面推进依法治国的重大决定。资本市场是高度依赖于法治的市场。在这里,我着重就如何贯彻落实中央决定和中央经济工作会议精神,在法治轨道上推进上海证券交易所转型发展,谈三点认识。一、新常态下资本市场改革发展面临新机遇 Ladies and gentlemen, Good morning! Last year, the Third Plenary Session of the 18th CPC Central Committee made a major strategic plan for deepening the overall reform. This year, the Fourth Plenary Session of the 18th CPC Central Committee has made the major decision of “governing the country by law” with the theme of “building the rule of law”. Capital markets are highly dependent on the rule of law in the market.
