近期,第五批全国工程勘察设计大师公布,共有21名同志被授予全国工程勘察设计大师荣誉称号。北京市市政工程设计研究总院院长刘桂生是本次当选的唯一一名市政行业的设计大师。与时代共进不断实现新的飞跃刘桂生1984年毕业于北京建筑工程学院道路桥梁专业,从此,他就与北京的城市建设紧紧地联系在一起,把个人价值的实现融入到首都北京的城市建设中。从一名普通的设计人员,一步一个脚印地成长为驾驭全局的一院之长。1985年,还是助理工程师的刘桂生被院领导派到深圳,一人全权负责蛇口工业区圆坛庙道路工程的设计。这个工程原本已有日本专家的方案,但刘桂生却发现了其中许多不符合中国国情的设计,经过大胆修改,效果很好,受到有关专家的好评。1989年作为工程师的他以专业负责人的身份参与了北京西厢工程菜户营、白纸坊立交工程的设计工作。菜户营立交占地27公顷,是西厢工程中占地较大的一座立交,包括各种型式的跨线、跨河、跨铁路桥十九座,道路总长约11km,桥梁面积3万m2,停车场1.6万m2,设计周期要求非常短。为按时完成任务,他以忘我的精神投入工作。从最基础的调查测量,到定方案、绘图纸、参与计算全过程。最终出色完成了任务,得到领导和专家们的一致肯定。西厢工程获得了国家金奖、相关部门及北京市优秀设计一等奖。首都北京和全国的重点工程给他搭建了充分施展才能的舞台:自毕业以来,他先后参与了北京市二环至六环路从前期方案论证到实施建设的全过程工作;参与了首都机场、八达岭、京沈、京开等多条城市放射道路的全过程工作;以及阜外大街、平安大街、广安大街、西外大街、学院路和南池子历史文化保护区改造,亦庄开发区建设等一大批城市各级道路及高速公路等工程项目。在北京市从节点改造、到系统建设、再到网络建设发展进程中,对城市快速路系统、主干路系统和路网加密系统三大系统建设目标以及实施方案,提出了积极的建议及可行的技术路线。另外,他参与中关村地区、奥运中心区综合交通规划工作,以及西客站、首都机场改扩建、西直门交通枢纽、东直门交通枢纽、北京南站等一批交通枢纽工程项目和南中轴BRT大容量快速公交系统建设示范工程等项目。其中有多个项目获得了国家及北京市的各种奖项,对北京市的综合交通体系规划建设,做出了突出的贡献,在行业内产生了较大的影响力。从一般工程的设计人到重大工程的专业负责人、项目负责人,直到项目总负责人,刘桂生同志的专业技能、学术水平、组织能力都产生了质的飞跃。22年来,他参与设计与主持的工程设计项目,有5项获国家优秀设计奖、12项获省、部级优秀设计奖;他从室主任到所长助理、从副所长到所长、从院长助理到副院长再到院长,他一路走来,一步一个坚实的脚印。
