档案是人类认识世界、改造世界的历史记录,是一种凝结着民族价值取向的文化载体。档案和档案工作所构成的档案文化,是社会文化的重要组成部分。随着经济发展和社会进步,档案文化已不再是政治的产物,也不再是政府的珍藏,档案及其文化蕴涵已经揭开神秘的面纱,由库房走向社会,融入广大百姓生活。这种新形势、新常态,对档案文化建设提出了新的课题。为此,笔者就如何加强档案文化建设问题,谈一点粗浅的看法:一、加强档案文化建设是职责所在 Archives is a historical record of human understanding of the world and transformation of the world.
