在GB/T19001-2000《质量管理体系要求》标准中,产品实现居于重要地位,是2000版质量管理体系标准的核心。其中,产品实现的策划又是关键,是决定项目质量的前期决策与策划。工程项目产品的单件、多样性、不可逆性,现场环境的复杂性,加上工期长等特点,决定了施工项目产品实现的极端重要性。而许多施工企业在产品实现策划的认识和实践上比较存在不足,对产品前期策划输出的质量计划编制不到位,对施工质量控制的作用弱化。
In the GB/T19001-2000 “Quality Management System Requirements” standard, the product achieves an important position and is the core of the 2000 quality management system standard. Among them, the planning of product realization is also the key, and it is the early stage decision-making and planning that determines the quality of the project. The uniqueness, diversity, irreversibility of the project’s products, the complexity of the on-site environment, and the long duration of the project have determined the extreme importance of the product realization of the construction project. Many construction companies have insufficient understanding and practice in product realization planning. The quality planning for the output of the product in the early stage is not well established, and the effect on construction quality control is weakened.
