自20世纪70年代初,全球各地相继出现了静态通风堆肥系统。静态通风堆肥工艺是由美国农业部马里兰州BELTSVILLE的农业研究中心开发的。1972—1973年间,该中心成功开发出了利用木屑作为膨胀材料处理消化污泥的条垛式工艺,但当把该工艺用于处理粗污泥时遇到了产生臭味的问题,静态通风系统就是为了解决发酵产生臭味的问题开发的,该工艺称为静态通风堆肥工艺,有时也称BELTSVILLE工艺。
