虽然检察机关还未引入“组织文化建设”的概念,但组织文化具有导向、规范、凝聚、激励、宣传作用是一个不争的事实。在检察机关政治思想、纪律作风教育年复一年,规章制度层出不穷之后,有必要从组织文化建设的高度反思队伍建设的经验和不足,科学定位价值观、行为规范、制度建设的目标和发展方向,以更切实有效的办法推动干部队伍建设,进一步提高检察工作的质量和效率。
