公共服务性与非排他性是城市轨道交通项目的显著特点,其产生的效益具有间接性和外部性,不仅体现在项目本身所产生的微观经济效益,巨大的外部长期效益,对于城市的可持续发展和社会进步所产生的意义更重大。结合正在建设的南京现代有轨电车一号线项目的具体情况,对其将产生的社会效益和环境效益进行量化预测和非量化说明,并尝试就其效益进行合理的计算与分析,为城市轨道交通项目的投资与决策提供参考。
