《中华人民共和国票据法》(以下简称《票据法》)将于1996年1月1日起施行。这对于规范票据行为,保障票据活动中当事人的合法权益,维护社会经济秩序,促进社会主义市场经济发展,具有重要而深远的意义。然而如何保证这一法规全面实施,解决传统的历史的票据活动对实施《票据法》的影响,是摆在我们面前的一个新的课题,同时也是一个亟待解决的问题。
The Law of the People’s Republic of China on Instruments (hereinafter referred to as the “Notes Law”) will come into force on January 1, 1996. This is of great and far-reaching significance for regulating the acts of negotiable instruments, safeguarding the legitimate rights and interests of parties involved in negotiable instruments, maintaining the social and economic order and promoting the development of a socialist market economy. However, how to ensure the full implementation of this law and how to solve the impact of the traditional history of bill activities on the implementation of the “Negotiable Instruments Law” is a new issue before us and an issue to be solved urgently.
