随着国有企业改革的不断深化,多年积累的深层次矛盾逐渐凸显出来。这些深层次矛盾既是制约企业发展的关键因素,说明了深化改革的必要性和紧迫性；又是影响企业稳定的主要原因,说明了深化改革的复杂性和艰巨性。改革、发展、稳定的关系如何处理、如何使劲,这是我们当前需要认真研究、严肃对待的重要课题。改革是发展的动力,稳定是发展的保证。企业不改革就不能发展,企业不发展就不能稳定。企业暴露的深层次矛盾,一方面只有通过深化改革才能解决,另一方面在解决这些深层次矛盾的过程中
With the deepening of the reform of state-owned enterprises, the deep-seated contradictions accumulated over the years have gradually become apparent. These deep-seated contradictions are not only the key factors restricting the development of the enterprise, but also explain the necessity and urgency of deepening the reform as well as the main reason that affects the stability of the enterprise. This shows the complexity and arduousness of deepening the reform. It is an important issue that we now need to seriously study and take seriously, how to deal with the reform, development and stability and how to work hard. Reform is the engine of development and stability is the guarantee of development. Enterprises can not develop without reform, enterprises can not develop without stability. The deep-seated contradictions exposed by the enterprises can only be solved through deepening the reform on the one hand, and in the process of resolving these deep-rooted contradictions on the other hand
