住房保障的范围和方式是住房保障制度的核心。住房保障的范围决定居民中享受住房保障的人群(保障对象);住房保障的形式则决定政府用什么方式对保障对象提供住房保障。目前理论和实务中对住房保障的范围与方式存在较大的争议。笔者认为,在设计我国住房保障的范围与方式时,必须充分考虑双轨制住房供应体系下住房保障和住房市场供应的关系。 The scope and manner of housing security is the core of the housing security system. The scope of housing security determines the population of residents who enjoy housing security (safeguards); the form of housing security determines the way in which the government provides housing security to the security providers. At present the theory and practice of housing security scope and approach there is a big controversy. The author believes that in the design of the scope and manner of housing security in our country, we must give full consideration to the relationship between housing security and housing market supply under the dual-track housing supply system.
