国有企业员工持股制度是通过让员工持有企业的股份,将员工与企业利益捆绑在一起,从而增强员工对公司的关切度和参与度,提升国有企业市场竞争力的一项改革举措。但员工持股制度实施至今,并未真正体现其制度价值,反而更多时候成为不法分子蛀蚀国有资产的温床,也成为推进国有企业混合所有制实质性发展的阻碍,因此,本文通过开展专题调研,归纳总结国企员工持股制度改革的职务犯罪问题,以期进一步做好该领域风险防范工作。
