The Helms-Burton act was formally called “Solidarity with the Cuban Freedom and Democracy Act,” which was handed over last fall by Helms, the U.S. Senate Foreign Relations Committee, and House of Representatives Burton. In order to internationalize and chain the United States unilateral economic sanctions against Cuba, the bill not only strengthens the U.S. economic blockade against Cuba, but also sanctions the chain with foreign companies that conduct business in Cuba. It stipulates that U.S. companies and their overseas affiliates are prohibited from trading with Cuba and refusing to issue foreign funds to foreign managers, shareholders and their families who invest or trade in Cuba
