行政机关内部跨部门协作问题一直是政府治理过程中的重点和难点。本文以政务服务领域的部门协作为研究对象,就协作中的制度难点和行动者的变通策略进行研究。研究发现,对于跨部门协作而言,行动者面临来自客户中心主义、科层以及自我中心主义等不同制度逻辑的约束。不同的制度逻辑之间的竞争和冲突影响了协作中的技术应用和协作效果。源于行动者自身能动性的隔离、组合、抵抗等变通策略可以在一定程度上降低制度冲突的影响,促进协作绩效的提高。本文突破了从技术、制度、行动者等单一视角出发对协作进行研究的局限,将制度的理解从规则层面拓展到规范和文化层面,提供了一个制度、技术以及行动者之间多元互动的解释框架。
The problem of inter-departmental cooperation within the administrative organ has always been the key and difficult point in the process of government governance. This dissertation takes the departmental cooperation in the field of government affairs as the research object, and studies the difficulties of the system in coordination and the tactics of adapting to the actors. The study found that for cross-departmental collaboration, actors face constraints from different institutional logics such as customer-centricism, bureaucracy, and egocentrism. Competition and conflict between different institutional logos affect the technical application and collaboration effects in collaboration. The diversification strategies such as isolation, combination and resistance stemming from the initiative of actors can reduce the impact of institutional conflicts to a certain extent and promote the improvement of collaboration performance. This article breaks through the limitation of researching collaboration from a single perspective such as technology, system and actors. It extends the understanding of the system from the rules to the norms and cultural aspects and provides a system, technology and explanation of the multiple interactions between actors frame.
