根据一九五○年二月十四日中苏两国“关於中国长春铁路、旅顺口及大连的协定”第一条的规定和一九五二年九月十五日“中苏关於中国长春铁路移交中华人民共和国政府的公告”,苏联政府已将共同管理中国长春铁路的一切权利以及属於该路的全部财产无偿地移交给我国政府完全归我国政府所有。移交仪式於一九五二年十二月三十一日在哈尔滨举行,我国中央人民政府政务院总理兼外交部部长周恩来和苏联驻华特命全权大使潘友新等亲临出席,并发表讲词。这一事件又一次证明了苏联政府慷慨无私地履行它所担负的义务,表明了苏联政府对於中苏兄弟般的同盟事业的无限忠诚,这是中苏之间友谊愈益巩固的新的明证,是在民主阵营各国间建立起来的新型的友好合作的榜样,是苏联政府奉行各国人民平等及友好的列宁—斯大林外交政策原则的具体表现。
According to the provisions of Article 1 of the Agreement between China and the Soviet Union on the Changchun Railway, Port Arthur and Dalian, and the Agreement between China and the Soviet Union on February 14, 1950, and on September 15, 1952, Notice of the Handover of Railways to the Government of the People’s Republic of China, "the Soviet government has handed over to the Chinese government all the rights for co-managing the Changchun Railway in China and all the property belonging to the road to be entirely owned by the Chinese government. The handover ceremony was held in Harbin on December 31, 1952. Zhou Enlai, the prime minister and concurrently Minister of Foreign Affairs of the Central Government, and Pan Youxin, the plenipotentiary ambassador to China, attended and delivered speeches. This incident proves once again that the Soviet government generously and unselfishly fulfilled its obligations and demonstrated the infinite loyalty of the Soviet government to the fraternal alliance between China and the Soviet Union. This is a new proof that the friendship between China and the Soviet Union has been further consolidated. Is an example of a new type of friendly cooperation established among all the countries in the democratic camp and represents the Soviet government’s principle of Lenin-Stalin’s foreign policy of equality and friendship among all peoples.
