职业教育国际公约与建议书承认教育、培训和终身学习是劳动者核心权利之一,并认为保障该项权利将有利于解决在全球经济中实现充分就业、减贫、社会融入和可持续经济发展方面的关键问题。我国劳动者职业教育权利保障目前面临制度缺失,企业责任缺位以及职业教育权利社会协同保障机制不健全等重重困境,鉴于此,以国际劳工公约与建议书为蓝本,对比分析我国劳动者职业教育权利保障的制度困境,通过借鉴海外成功经验,提出完善我国劳动者职业教育权利保障的对策建议,这有利于推动我国职业教育事业,保障劳动者教育权利的实现。
The International Covenant on Vocational Education and its Recommendation acknowledge that education, training and lifelong learning are among the core rights of workers and that the guarantee of that right will be conducive to the solution of full employment, poverty reduction, social integration and sustainable economic development in the global economy The key issues in this area. In view of this, taking the International Labor Convention and Recommendation as the foundation, this article compares the vocational education of laborers in our country Through the experience of overseas successful experiences, this paper puts forward some countermeasures and suggestions on how to improve the rights protection of laborers ’vocational education in our country, which is helpful to promote the cause of vocational education in our country and guarantee the realization of laborers’ right to education.
