60年代初,日本就提出了其亚太区域经济合作的基本政策构想,经过70年代中期和80年代中期的两次大调整,其亚太区域经济合作的基本政策已经基本定型:把促成日本可在其中发挥主导作用的“环太平洋连带构想”的实现作为日本的长期奋斗目标;把建立以日本为核心的次区域经济圈作为近期的奋斗目标。由于日本经济受其所固有的战略性弱点的制约及其它因素的作用,为实现上述目标,开放的地区主义是日本坚持的基本原则。为了弱化在推动亚太区域经济合作所面临的矛盾,日本把“雁行模式”作为其主导模式,并通过投资、贸易、援助来强化这一模式作用的力度,努力构建自己的经济势力范围,迎接区域经济集团化所带来的挑战
In the early 1960s, Japan put forward its basic policy concept for the Asia-Pacific regional economic cooperation. After two major adjustments in the mid-1970s and the mid-1980s, Japan’s basic policy on economic cooperation in the Asia-Pacific region has been basically finalized: The realization of the “Pacific Rim Conception” playing the leading role serves as Japan’s long-term goal and the establishment of a sub-regional economic circle with Japan as the core as its immediate objective. As the Japanese economy is constrained by its inherent strategic weaknesses and other factors, open regionalism is the basic principle Japan adhered to in order to achieve the above goal. In order to weaken the contradictions in promoting economic cooperation in the Asia-Pacific region, Japan has taken “geese” as its dominant mode and strengthened its role through investment, trade and assistance to build its own sphere of economic power and meet the needs of the region The challenge of economic grouping
