1979年世界卫生组织(WHO)估计全球各国盲人共约2,800万至4,200万。由于各国所采用的盲目标准不统一,调查方法不一致,很难得出一个精确数字。从近60个国家和地区的调查资料看来,约80%的盲人发生在发展中国家。其中2/3是可以预防或者是可以治疗复明的。盲目不仅使患者个人在生活、学习以及工作各个方面感到不便和痛苦,同时给家庭及社会都造成很大的负担。如美国每年直接或间接地为盲人要花费80亿美元。不少的盲目本来可以用简单而有效的预防措施就可以避免。并且预防所需的费用与社会对一个盲人的负担相比,是极为轻微的,远远不能比拟的。但不少地区由于缺乏相应的组织或对预防工作重视不够,以致本来可以避免的盲人,仍不断发生。
In 1979, the World Health Organization estimated a total of 28 million to 42 million blind people in all countries in the world. Due to the inconsistent blind standards adopted by various countries and the inconsistent investigation methods, it is difficult to draw an accurate figure. According to the survey data from nearly 60 countries and regions, about 80% of the blind people are in developing countries. Two-thirds of them are preventable or can be cured. Blindness not only makes individual patients feel inconvenient and painful in all aspects of life, study and work, but also imposes a heavy burden on families and society. For example, the United States spends about $ 8 billion annually for blind people, directly or indirectly. A lot of blindness could have been avoided with simple and effective preventive measures. And the cost of prevention is extremely small compared with the burden on the blind in society. It is far beyond comparison. However, in many areas blind people that could have been avoided due to lack of corresponding organizations or inadequate attention to prevention work continue to occur.
