在我国,国有企业如何实施有效的职工民主管理是在理论和实践中一直探索的问题,我们不但要从政治层面与工会法的角度来思考这一问题而且要以其他的立场来寻求此类问题的解决方法。以劳动关系、劳动法以及管理学的立场分析来看,职工民主管理模式适用于各种企业,其中也涵盖了国有企业。基层群众自治制度的基本组成部分之一既是职工代表大会制度,但是职工代表大会制度实在一定的政治背景下成熟发展起来的,因此对于职工代表大会的了解不能只停留在企业管理权与国家政权的层面上。职工代表大会在我国现阶段的国有企业民主管理模式中仍将占据重要位置,并且代表了我国中国特色的企业民主管理操作模式,职工代表大会不但形成了我国企业文化而且也成为以低成本推动企业民主管理的有效方式。
