“三个差距”是我国目前经济和社会发展的突出问题,在中国社会现阶段,尽快将“致富”的重点从允许先富转到逐步实现共同富裕上来,已迫在眉睫。推进和实现共同富裕,须明确其推行主体。市场机制不会自发实现共同富裕,推行共同富裕的主体应是国家和政府,其重点环节是政府主导的再分配。实现共同富裕,必须把握人的需要及其合理性这一重要环节,将满足人的基本需要作为优先发展的目标。唯此,发展才能惠及全体人民,才能确保最广大人民的根本利益,从而为我国逐步实现共同富裕创造前提条件。 “Three Gaps ” is a prominent issue in our country’s current economic and social development. It is imminent that at the present stage in Chinese society, the focus of “getting rich” should be shifted from allowing the rich to the progressive realization of common prosperity. To promote and realize common prosperity, we must clearly define the main body of its implementation. The market mechanism will not spontaneously achieve common prosperity. The main body that promotes common prosperity should be the state and the government. Its key link is government-led redistribution. To realize common prosperity, we must grasp the important link of human needs and its rationality, and meet the basic needs of people as the priority of development. Only in this way can development benefit all the people and ensure the fundamental interests of the overwhelming majority of the people so as to create the prerequisite for our gradual realization of common prosperity.
