解放前我国测绘工作基础很差，技术落后，一直就没有自己的规范细则。大家知道，测绘工作没有规范细则就不能获得统一的、正规的成果成图，没有统一的、正规的成果成图，就不能满足我国社会主义建设的需要。为此，我局自成立之日起，即会同有关部门积极进行规范细则的编订工作。几年来，在党的正确领导和中央各部门的大力支持下，对一些比较重要的规范细则和图式，大都已编订出版，为我国的测绘工作提供了统一的技术依据，统一了技术规定和要求，统一了成果成图的质量标准和地图内容，备述了各种操作规程，对我国测绘事业的顺利发展起了一定的作用，改变了我国测绘史上一直没有自己的规范细则的落后面貌。这些成绩是肯定的。但几年来，通过实践，我们发现规范细则还存在不少缺点和问题，甚至有些问题是很严重的。主要表现在如下两个方面：

It has played a certain role in the smooth development of the surveying and mapping undertaking in our country, and has changed the backwardness of the normative rules that China has never had in the history of surveying and mapping. These achievements are affirmative. However, in recent years, through practice, we find that there are still many shortcomings and problems with the normative rules, and even some of the problems are serious.
