我国绝大部分公务员培训项目一直由各级行政学院等公立公务员培训机构承担。培训机构过于单一导致效率低下、费用过高、培训整体质量不佳等问题。基于西方发达国家公务员培训市场化改革的先进经验,本文对我国实行公务员培训有限市场化改革的可行性进行分析,并认为推行公务员培训有限市场化改革是突破我国公务员培训机制发展瓶颈的重要途径之一。
The vast majority of civil service training programs in our country have been undertaken by public service training institutions at all levels of administration, Too often, training institutes lead to inefficiencies, high costs and poor overall training. Based on the advanced experience of market-oriented civil servant training reform in developed western countries, this paper analyzes the feasibility of limited marketization reform of civil servant training in our country and believes that the implementation of limited marketization reform of civil servant training is an important way to break the bottleneck of civil servant training mechanism in our country one.
