我国的行政问责制已在一定范围内发挥了强化政府部门责任意识的作用,但制度本身很不健全,且运行也十分被动、软化,远未实现设计的目标,表现为启动困难、敷衍塞责、处罚极度从轻、假处罚真保护或以非问责处理代替问责处罚等,使问责制的效力大打折扣。究其根源,既有制度设计的先天不足、预留埋伏,也有制度实施中人为因素的刻意干扰,还有制度与体制环境的衔接不畅等。这些都需要今后进一步完善,使其在责任政府建设中真正发挥应有的作用。
