自英国政府在2003年发表的《我们的能源未来:创造一个低碳经济》报告中首次提出低碳经济概念,以及2006年英国政府气候变化特别顾问尼古拉斯·斯特恩的《气候变化的经济学报告》发布以后,低碳经济再次引起了国际社会的关注。2008年2月,在摩纳哥举办的联合国环境部长论坛上也就加快步入低碳社会的进程问题进行了讨论。自此,低碳经济的呼声越来越高。
The concept of a low-carbon economy was first proposed in the “Our Energy Future: Creating a Low-carbon Economy” report released by the British government in 2003 and Nicholas Stern, Special Adviser on Climate Change in the UK, in 2006, “The Economics of Climate Change Report ”released, the low-carbon economy once again attracted the attention of the international community. In February 2008, the United Nations Environment Ministers’ Forum held in Monaco also discussed the issue of accelerating the process of moving into a low-carbon society. Since then, the voice of a low-carbon economy is getting louder and louder.
