四年前,淮河流域发生了震惊中外的大水,给近5000万人造成严重的洪涝灾害,使国家和人民价值340亿元的财富付之东流。如今,笔者在淮河大地看到的却是一派喜人景象:当年被洪水冲走房舍的群众已住进新居;当年沦为泽国的田野已长上绿油油的庄稼。在这种情况下,一部分人的水患意识薄弱了,而就在这个时候,气象预报向人们敲起了警钟:今年江淮地区的洪涝灾害比较严
