我国城镇职工的养老保险制度是50年代初期建立的,以后在1958年和1978年两次作了修改(1958年主要把企业和机关的退休制度统一起来,并适当放宽退休条件,适当提高待遇标准;1978年主要对干部和工人分别制定了退休办法,放宽离职休养条件,提高退休退职待遇,规定最低保证数),但没有对原有制度作根本性的改变。从1984年开始,随着经济体制改革的深入发展,各地区为了改变企业退休费用负担畸轻畸重的现象,根据中央领导同志的指示,进行了退休费用社会统筹的试点,取得了良好的效果。
